Dean Ryan Consultants & Designers, Inc. (Dean Ryan) is a multi-disciplined engineering and environmental consulting firm providing technically sound, economically efficient engineering and environmental compliance services for water, wastewater, water distribution, ports and harbors, highways and bridges, rail transit, including planning, permitting, design, construction management; utility design and relocation; feasibility studies; drainage and flood control. Other in-house design capabilities include heavy civil, architectural, electrical, mechanical, structural, site engineering and GIS.  Dean Ryan supports all project phases from preliminary design, engineering and permitting through project management, construction and some Operations and Maintenance. Specialty services include water resources, water quality management, wastewater collection and treatment, stormwater management, water studies, hydraulics and hydrology, land use, environmental assessments, environmental impact statements, wetland delineation and mitigation design, remedial design, building design and construction management. 

Dean Ryan has integrated the architectural and engineering practice of our designers with the experience of our environmental planners to complete environmental compliance documents for transportation improvements, hazardous materials remediation, water, wastewater and water resource and distribution projects. Our civil engineering staff has excellent experience in the design and construction management of public works facilities, wastewater treatment plants, including dams, utility relocation, large and smal diameter pipelines. In addition, our staff has developed some innovative uses of common civil engineering drainage and percolation practices for stormwater treatment and control. Our experience extends throughout the State of California, Arizona and Nevada, Federal government agencies including the Department of Defense, Federal Highway Administration and the Bureau of Reclamation Mid-Pacific Region.

Experience

Dean Ryan has performed successfully as both a prime contractor and as a subcontractor.  As a prime contractor, Dean Ryan is currently performing multi-year and multi-state engineering, environmental and planning contracts for the U.S. Navy, the U.S. Army Corps of Engineers, the Federal Highway Administration, Bureau of Reclamation, City of Los Angeles, Bureau of Engineering, Environmental Engineering Division and Street & Stormwater Division.  Multiple task orders, large and small, have been assigned to Dean Ryan under these contracts and have all been successfully completed on time and within budget.  

We are involved in the engineering, construction management, and start up and commissioning of various facilities and pipelines at the Hyperion, Tillman, Terminal Island, and Glendale Treatment Plants.  Dean Ryan developed guidelines for design, construction management, costing and planning procedures, as well as control systems and instrumentation.  Dean Ryan's services have been utilized for various facilities including: a steam drying facility, two centrifuge facilities, a gas flare control buildings, an electrical distribution and switching facility, and numerous liquid and gas pipelines.  Dean Ryan has been responsible for overseeing the construction, scheduling and cost estimates for various facilities and pipelines, as well as for the remediation of contaminated soil and the replacement of a double walled gasoline storage tanks.

Since 1993, Dean Ryan has been responsible for environmental monitoring engineering services for the Los Angeles Metropolitan Transportation Authority (MTA) as part of the Metro Red Line Segments 2 and 3 Projects.  Our services range from providing initial site assessments to preparation of remedial plans for our customers. 


Personnel

Dean Ryan has 51 in-house management and technical staff that have extensive experience in the various aspects of civil, water, wastewater, and utility design, environmental compliance and engineering/remediation, energy consulting and construction management.  Dean Ryan has a talented and diversified staff of licensed professional engineers, scientists, technicians and support personnel competent in heavy civil engineering, flood control, water resource engineering instrumentation and process control design, mechanical and electrical engineering, environmental engineering, architectural design, health and safety compliance, environmental compliance, assessment and investigation of potential hazardous waste contamination, Differential Global Positioning System (DGPS), and utility surveying quality assurance, and related services.

Dean Ryan's engineering staff has extensive experience in compliance with Local, State and Federal Statutes and regulations including RCRA, CERCLA, CEQA/NEPA, NPDES, OSHA, the Clean Water Act, the Clean Air Act, the Endangered Species Act, and the National Historic Preservation Act among others.


Computer & Electronic Capabilities

Dean Ryan maintains state-of-the-art computer capabilities that include our Computer-Aided Drafting and Design (CADD) systems as well as an extensive inventory of engineering packages. Our CADD department has the capability to produce project drawings and designs using Autodesk AutoCAD 2008, AutoCAD Civil 3D 2008, Land Desktop and MicroStation V8/XM software formats. Dean Ryan currently has six full-time CADD operators/designers and ten CADD work stations, networked in a shared environment with the support of full size plotters.

Dean Ryan team has intimate knowledge of all Dean Ryan client standards including City organizations and Bureau of Engineering CAD standards, templates and formats. Dean Ryan primarily uses Pentium PC systems with a minimum of 2GB of RAM, with Microsoft Windows XP Professional software. Our CADD department has color laser printers, full size scanner/copiers for graphics and drawings. We also have a team proficient in the use of Microsoft Office 2007 and other Windows program outputs. We maintain the capability to convert back and forth between the Windows and Macintosh platforms in all major applications.

Our Project Managers utilize Microsoft Project or Primavera scheduling and cost control software to monitor contracts from award to completion. This assures that each project is completed within the approved schedule while adhering to the specific contract budgets. We also provide a detailed status of the work currently being performed to the client at any time during the progress of the work.

Dean Ryan has a Trimble Pro-XR Global Positioning System (GPS) to locate utility systems and environmental features to sub-meter accuracy using the GPS satellites and differential correction. With Trimble's Pathfinder Office software, we convert the raw GPS data into layers and files for all commonly used GIS systems.
