    As the principal subcontractor on the Black & Veatch team, Dean Ryan provided construction management services for the San Pasqual Water Resources Reclamation Plant project. This project is an integral part of the City of San Diego's Total Resource Recovery Program. As part of overall construction phase services, Dean Ryan's full-time resident project representative and support personnel conducted site observations, served as liaison with the City of San Diego and other project contractors, prepared costing and scheduling information, established and attended all project related meetings, completed project reports, and performed document review and maintenance.

    The primary responsibility of Dean Ryan's full-time resident project engineer was to observe the general progress of work and to assist the Resident Engineer (RE) in determining if the work was proceeding in accordance with the construction contract documents. His opinions and suggestions in this capacity as well as his key role as liaison between the City of San Diego and other project contractors, was instrumental in keeping this complex and highly visible project on schedule and within budget. Any deficiencies in the contractors work relating to compliance with project drawings, specifications, and design concepts were recorded, discussed with the RE, and resolved.

    Pertinent site conditions were observed, recorded, and monitored which either affected the integrity of the site or altered the planned work or activities of the contractors. Oftentimes, the efficient resolution of perceived or actual differing site conditions, prevented work stoppages and/or project change orders. Additional site observation and liaison activities included the review of the various contractors' construction sequence and traffic control plans for all construction work undertaken simultaneously. This information was also compared with the schedule of activities of the utilities in the general project area to minimize conflicts with proposed project construction work.

    One of Dean Ryan's most important roles in the review of documents and reporting was the evaluation of the contractors' applications for payment in relation to the schedule of values, work completed, and materials and equipment delivered to the site. Also considered, were the certificates of inspections, testing, and related approvals submitted by the contractors in compliance with or required by laws, rules, regulations, ordinances, codes, orders, or contract documents. The advice given to the RE determined final payment or, if work was unsatisfactory, rejection and correction of deficiencies.

    Weekly progress reports containing a summary of the contractors' progress, general condition of work, problems, and resolutions or proposed resolutions of problems were prepared and submitted to the RE. Monthly, Dean Ryan staff prepared for and attended progress meetings and other meetings deemed necessary by the RE, the City of San Diego, and contractors to review and discuss construction procedures and progress scheduling, engineering management procedures, and other project matters.

    Dean Ryan maintained a marked set of record drawings and specifications at the job site based on data supplied by the contractors. This information was used to compile a master set of record documents. In addition to a daily log of events, Dean Ryan's personnel maintained a complete file of the following documents at the job site:

    - Correspondence files
    - Report of conferences, meetings, and discussions among the City of San
      Diego, RE, and contractors
    - Shop drawings and samples submission
    - Reproductions of original construction contract documents
    - Addenda
    - Change orders
    - Field orders
    - Additional drawings issued subsequent to execution of the construction
      contract documents
    - Engineer's clarifications and interpretations of the construction contract
      documents
    - Progress reports
    - Names, addresses, and telephone numbers of all contractors, subcontractors,
      and major suppliers of materials and equipment

    Dean Ryan's experience in multi-task projects was a prime reason the San Pasqual Water Resources Reclamation Plant project was completed on-time and within budget. Dean Ryan's successful integration of the project cost and schedule was a result of our partnering approach with the City of San Diego, other project contractors, and regulatory agencies. This approach established effective communication which minimized or eliminated cost overruns and schedule delays, but also developed a ¦team² environment in a professional working relationship. Dean Ryan's cost control procedures used in budget preparation, review of estimates, and value engineering, ensured that the City of San Diego received the maximum dollar value during the construction activities.
