    The San Diego County Water Authority, the water wholesaler for western San Diego County, has 24 member agencies including the city of San Diego. The Authority delivers approximately 650,000 acre-feet of water from the Metropolitan Water District of Southern California into San Diego County through large diameter pipelines.

    A 1970 water distribution study identified a new pipeline would be needed to meet the ever increasing demands of the rapidly growing county. The project consists of 42,000 feet of 96-inch diameter and 2,800 feet of 108-inch diameter pipeline with a capacity of 450 cfs. Beginning in the Scrippºs Ranch area of San Diego, it stretches south through the Miramar Naval Air Station and includes a tunnel under I-45 where it interconnects with existing pipelines.

    The project also required Dean Ryan to design a crossover between Pipeline 3, a 69-inch diameter pipe, and pipeline 4, a 85-inch diameter pipe; the relocation design for Pipelines 3 and 4 at the extension of State Route 52; the design of a 48-inch pipeline to connect Pipeline 4B to the Cityºs Miramar Filtration Plant; and the design of an emergency connection between Pipeline 4B and the Cityºs 72-inch Shepherd Canyon Pipeline.

    Dean Ryan provided overall Construction Management and Inspection services for the large diameter welded steel water transmission piping, including various methods of deep trench shoring systems during installation. Dean Ryan also tested the piping corrosion protection system, various valves and manifold assemblies.

    Dean Ryan's Assistant Resident Engineer (ARE) worked directly with the Project Manager and Resident Engineer (RE) in all matters pertaining to scheduling and cost controls of the on-site work. In assisting the RE, the ARE reviewed the progress schedule, schedule of shop drawing submittals, and schedule of values. All preconstruction conferences progress meetings, job conferences, and other project related meetings were attended in support of the RE.

    Additionally, the ARE served as liaison between the San Diego Water Authority (Authority) and the RE to clarify and interpret contract documents. To complete these activities required experience on multi-task projects to maintain effective cost and schedule controls of the overall project.

    Dean Ryan's staff conducted on-site observations of work in progress to determine if it was proceeding in conformance with contract documents. Unsatisfactory, defective, or work not in conformance with the contract documents was rejected or designated for special testing, inspection, or approval. Dean RyanÃs staff maintained liaison with visitors representing public agencies and other entities having jurisdiction over the project. The results of these inspections were summarized and reported to the RE and project manager.

    As part of Dean Ryan's overall construction management services, records were maintained at the job site of all correspondences; shop drawing and samples; contract documents, including work directive changes, addenda, change orders, field orders, additional drawings issued subsequent to the execution of the contract, engineersà clarifications and interpretations of the contract documents, and progress reports. Periodic reports of the progress of work, overall work schedule, and schedule of shop drawings and samples were prepared for review by the RE. In addition, Dean RyanÃs ARE also prepared draft proposed change orders and work directive changes and maintained a file of the names, addresses, and telephone numbers of all contractors, subcontractors, and major suppliers of materials and equipment.
