    The Defense Energy Support Center Installation Energy Commodity Business Unit (DESC-A/E) provides energy products and services to the military departments and other Federal civilian agencies. The Energy Enterprise Office (DESC-E) has been recently established to address a series of new energy initiatives within DoD to include competitive electricity acquisitions, demand management initiatives, and support for privatization of utility distribution systems.

    In support of DoD directives to reduce energy costs, Dean Ryan as the Prime Contractor is tasked with the development of a marketing plan to improve the recognition and acceptance of their products; keeping Federal agencies informed of the products and services available from DESC; and demonstrating the value of making energy purchases through DESC.

    Dean Ryan provides services in support of establishing and promoting DESC-A/E products and services within the military departments, other federal agencies, and public sector organizations that use DESC-A/E services. Support services consist of: developing a marketing plan; developing, producing, and distributing information and materials to personnel at DoD installations, federal civilian agencies, and other interested parties; supporting and facilitating seminars, workshops, meetings; providing training on DESC-A/E products and services; researching and developing data to support DESC-A/E products and services. The marketing materials developed through this program insure that all personnel understand the following: all DESC-A/E services and products; the financial, environmental, and other benefits of using DESC services and products; Department of Defense goals to reduce energy costs; and goals to privatize DoD utility system infrastructure.

    Dean Ryan is responsible for customer relations and marketing support for DESC-A/E including:

    Review and analyze existing public relations, marketing and awareness efforts including:


  • Current business objectives
  • Current business strategy
  • Current products & services
  • Current public relations and program awareness efforts
  • Past correspondence to customers
  • DESC in-house capabilities
  • Conduct a strategic planning session with key members of the DESC team
  • Develop, publish and distribute a Marketing Plan
  • Assess and update the plan annually
  • Dean Ryan provides support to implement the marketing plan including:
  • Prepare, publish and distribute an annual report to customers
  • Develop, design and implement a brand recognition program
  • Design, develop and produce attention-getting educational and informational materials for distribution to customers.
  • Dean Ryan provides customer relations process management support including:
  • Strategic planning

  • Furthermore, Dean Ryan identifies, develops and markets new business opportunities that fit with DESC-A/E business plans. Dean Ryan is responsible for seeking new ideas for products and services by seeking information from the Military Services, other public sector agencies, and the private sector. In addition, Dean Ryan will prepare, publish and distribute tips, newsletters, news releases, brochures, and briefings to introduce customers to DESC services and products.
