As Prime Consultant, Dean Ryan was responsible for performing a comprehensive Environmental Baseline Survey for Transfer (EBST) for a potential land acquisition in Yuma Arizona to be operated as part of MCAS Yuma. The main objective of this action is to prepare a comprehensive EBST to support a Finding of Suitability for Transfer (FOST).

The Scope of Work included the attendance of meetings at the Facilities Management Department (FMD); fieldwork included a detailed search of records pertaining to the facility; chain of title documents which included the review of all title, deed and other real property records, and other documents to ascertain prior uses of the real property which may have involved hazardous substances or otherwise contaminated the property; review of aerial photographs; visual site inspection to determine or confirm the presence of an environmentally hazardous condition (i.e. unusual odors, stained soils, stressed vegetation, leachate seeps, land features related to human activities) or wetland.

Also conducted interviews with current and former employees involved in the operation of the facility. Dean Ryan staff also developed status reports including a detailed Plan of Action; EBST Report which identified, documented and summarized the environmental conditions and concerns of the land, facilities, utilities, and other real property assets for the area; the potential environmental contamination liabilities, assessment of the environmental health risks and ensured adequate protection of human health and the environment related to the subject real property transfer. The EBST report met the requirements established under Section 120 (h) of Comprehensive Environmental Response, Compensation and Liability Act (CERCLAS, 42 U.S. C. Section 9620 (h) (1).

Dean Ryan staff performed sampling and analysis which were analyzed for petroleum products and their derivatives using EPA method 8015M. Other sampling and analysis was done for the presence of pesticides using EPA method and 8081A. Dean Ryan staff provided a brief description of the sampling event, the analytical results, and the findings and conclusions to the client. Both were included as an appendix in the EBST Report.
