The Light Armored Reconnaissance (LAR) Battalion Head Quarters (HQ) H&S Company, and the active duty platoon of the 4th LAR Battalion occupy WWII Quonset huts at Talega aboard Marine Corps Base (MCB) at Camp Pendleton. During April 1998, the battalion stood up the Light Armored Reconnaissance Air Variant Platoon (LAV-AD Pit), comprised of 83 active duty personnel and 25 vehicles, exacerbating and already difficult facilities situation. These aging facilities are inadequate, inefficient, improperly configured for training and have been identified for demolition since 1989. The proposed project would provide a new Marine Corps Reserve Training Center as Las Floors, 41 Area, to support H&S Company, A Company and a Light Armored Reconnaissance Air Variant Platoon (LAV-AD plt), fully comprised of active duty personnel, of the 4th LAR Battalion, 4th Marine Division. Included in construction acre a reserve training building, an armory, tactical vehicle parking, supply storage and vehicle maintenance facilities.

Dean Ryan was tasked to prepare an Environmental Assessment (EA) in accordance with Section 102 of the National Environmental Policy Act (NEPA), an EA was prepared for the areas that may be impacted by the proposed New Marine Corps Reserve Center, Area 41 Las Flores at Camp Pendleton. The services shall entail the collection and analysis of relevant data necessary to investigate all environmental consequences associated with the construction and implementation of this project.

Dean Ryan conducted extensive biological surveys. Provided a description of the biological within the study area, an assessment of the projectēs permanent, temporary, direct, indirect and cumulative impacts on biological resources, and a discussion of potential mitigation measures for any federally listed or proposed endangered species and their habitats. Surveys were conducted for the southwestern willow flycatcher, least Bellēs Vireo and California gnatchtcher per USFWS protocols and Plantago spp and owls-clover. Survey areas shall be depicted on ortho-photos.
