As Prime Consultant, Dean Ryan is responsible for the preparation and submittal of a comprehensive Environmental Impact Statement (EIS) with other required supporting environmental documentation including a Biological Assessment (BA), cultural reports, and draft letter to National Marine Fisheries requesting authorization of incidental take of marine species associated with ocean phases of the project. The project includes the demolition and construction of the Advanced Amphibious Assault Vehicle (AAAV) Consolidated Training, Maintenance, Headquarters Complex (ACTMHC); modification of the 3rd Assault Amphibian Battalion maintenance facility and modification of the Amphibian Vehicle Test Branch (AVTB) facilities; the fielding of the AAAVV at Marine Corps Base (MCB), Camp Pendleton, and transitioning from the current Assault Amphibian Vehicle 71A, expanding the ocean training area outward beyond 24 miles from Camp Pendleton beaches to conduct Over the Horizon (OTH) training and exercises and conducting operations using AAAV's at San Clemente Island (SCI) and Coronado Amphib Base.

Study areas include Del Mar Basin; all of Camp Pendleton Beaches but dominant use on Red, White, and lesser use for Green and Blue; Existing Ranges and Corridors; Off-shore (out to 24 nautical miles); San Clemente Island and Coronado Amphib Base. Environmental Compliance requirements include all services that will entail the collection and analysis of relevant data necessary to investigate all environmental consequences associated with the proposed action. These services included all documentation required to ensure that the proposed action is in compliance with the National Environmental Policy Act (NEPA), and any other applicable federal, state or local laws, ordinances, rules, regulations and policies. Project duration is approximately two years.
