    Dean Ryan is currently under contract to Parsons Engineering Science to provide environmental engineering and community outreach services on the Metro Red Line Segments 2 and 3 Project. In support of this contract Dean Ryan is conducting initial site assessments to provide an order of magnitude assessment of the potential risks and liabilities due to environmental factors.

    Dean Ryan is performing site investigations to identify potentially hazardous and contaminated waste locations, suspected locations of chemical spills, and leaks from underground storage tanks (UST). Sites requiring investigation include USTºs, buildings and structures, paved parking areas, concrete pedestal slabs, parks, and other improvements where construction will occur, and locations of abandoned hazardous waste materials. Dean Ryan professionals are performing site surveys and site testing of these areas to evaluate the presence of hazardous waste and/or contaminated materials such as asbestoscontaining materials, PCBcontaining materials, fuels and other chemicals. Testing includes obtaining soil, water, and air samples from the site, logging, reducing and analyzing the data for inclusion in field reporting procedures. Other services performed under this task include preparing hazardous materials abatement cost estimates, assessing schedule impacts to proposed transportation programs, and overseeing the segregation, classification and making recommendations for disposal of excavated contaminated soils.

    Dean Ryan professionals are conducting environmental audits of the mitigation measures associated with Segments 2 and 3 of the Metro Rail Project to ensure implementation and compliance with California Environmental Quality Act (CEQA) monitoring guidelines. Dean Ryan responsibilities include construction, hydrology and groundwater, hazardous materials, air quality, noise and vibration, and safety and security, among others. Audit activities include verification of contract specifications and designs, monitoring activities and Cal/OSHA safety requirements. Audit results are submitted on a quarterly basis and reviewed by the Federal Transit Administration (FTA).

    Dean Ryan is providing assistance in the preparation of monthly construction discharge monitoring reports for compliance with MTA program-wide National Pollutant Discharge Elimination System (NPDES) permitting. The reports provide a detailed description of each discharge site, including treatment design, wastewater flows and water quality analyses. All non-compliant discharges are noted for appropriate follow-up sample collection and treatment system augmentation. In addition, Dean Ryan professionals provide oversight review of contractor-submitted Wastewater Management Plans to ensure that appropriate treatment design criteria are included. Treatment strategies are recommended to contractors, as necessary. In addition, Dean Ryan is currently providing assistance during NPDES permit renewal and IW permitting activities for Segment 1 including monthly progress reports, data collection, and entry, and permit application preparation.

    Dean Ryanºs design work on this contract involves, providing advice and assistance in the development and preparation of design documents and specifications for proposed remediation work. Dean Ryan is involved in the development and administration of construction contracts for remedial technologies based on the preliminary assessments and remedial investigation/feasibility studies to determine the most feasible remedial alternative.

    In addition, Dean Ryan is providing advice and assistance on Government and public affairs relating to environmental issues, providing expert consultation and onsite evaluation of suspected hazardous conditions, noise, air quality, or other unknown conditions that requires immediate resolution. Dean Ryanºs public relations services during the construction phase of this project entail media interaction; cooperation and compliance with local environmental and government authorities; seminars and public meetings; the presentation of all mandatory reports including environmental analysis, environmental impact reports; and air/noise pollution reports

    Other project activities involve organizing a Citizens Environmental Committee comprised of community representatives and technical experts to identify environmental concerns, answer questions and aid in the prevention and mitigation of environmental impacts caused by construction. Dean Ryan is responsible for contacting and interfacing with all stakeholders (homeowners, residents, businesses, and community organizations) to minimize/respond to any impacts construction may have on their everyday lives.
