    As a prime consultant, Dean Ryan will manage technical quality and appendices of the Quality Control Plan (QCP) for approximately 4.5 miles of 24-inch and 0.75 miles of 12-inch Recycled Water pipelines, the evaluation of the technical products and processes associated with the documentation obtained to develop the design, plans and specifications.  Dean Ryan will provide documentation that the reviews conducted show compliance with the existing laws, policies, regulations, and sound technical design practices.  Dean Ryan will conduct field investigations, research and investigate utilities, determine easement and right of way from existing APN maps, provide preliminary and final design, review current COE guide specifications and prepare pre-final and final specifications, and provide construction cost estimates for the design of the 24-inch and 12-inch recycled water main and related facilities to serve the northern section of the City of Lancaster located in north Los Angeles County.

    The design will consist of contract drawings, specifications, cost estimate (MCACES), and engineering considerations and instructions for field personnel.  Dean Ryan will prepare with sound engineering judgment, engineering design criteria (Los Angeles County Waterworks District No. 40), and will follow procedures outlined in the scope of work.  In addition, Dean Ryan will prepare the final design report in accordance with all criteria (Federal, State, Local) and all applicable USACE publications and manuals. The design services will include documentation of coordination activities required to successfully produce all work in accordance with scope of work as follow:

    • Project Design Features: Prepare final design materials for the design of approximately 4.5 miles of 24" diameter pipeline (recycled water) and 0.75 miles of 12" diameter pipeline (recycled water) and their related facilities, to serve the northern section of the City of Lancaster located in north Los Angeles County.

    • Design Analysis: Analyze all aspects of the design, evaluate alternatives, and resolve all outstanding design issues which include organizing meetings with the City of Lancaster, Los Angeles County Waterworks District No. 40 (LACWW 40) and USACE-LAD design staff to discuss the outstanding issues and come to a mutually agreeable resolution.

    • Design Criteria: Perform pipeline/trench design and analysis in accordance with the authorities having jurisdiction, including but not limited to design guidance documents provided by LACWW 40 and City of Lancaster.

    • Design Documents:  Provide as part of the final deliverable the construction drawings and specifications, cost estimate and the basis for design (design criteria).

    • Contract Drawings: Prepare original contract drawings to clearly show the extent and type of all required work.  Detail drawings shall be in accordance with the best engineering practices.  The development of the drawings will follow the USACE CADD standards.  The drawings will be prepared using AutoCAD 2008 and Civil 3D 2009.
