Details
 As a prime consultant, Dean Ryan will prepare construction drawings and specifications for the construction of the first reach of the Lower Mission Creek flood control project located in the City of Santa Barbara. The first reach of the project extends from State Street to Mason Street, approximately 400 linear feet. Final Design Material will consist of contract drawings, specifications, design backup and calculations, cost estimate, quantity estimates, and Engineering Considerations and Instructions for Field Personnel (ECIFP). The above design material will be prepared in accordance with sound engineering judgment, engineering criteria (Federal, State and Local), USACE policy, and will follow procedures outlined in the scope of work as follows:

Collection of Utility Data and Design Criteria: Dean Ryan will be responsible for collecting and showing on all drawings all existing and future utilities within the project limits. Dean Ryan will consult with the utility companies to determine the limits of the required relocations. We will prepare and submit a spreadsheet of the required utility relocations that describes the utility name, points of contact with phone numbers, description of the relocation, whether the design must be done by utility company or can be done by others, the design duration that shall include time for the utility company review and permitting approval process, estimated design costs, whether the construction must be done by the utility company or can be done by others, the construction duration that shall include time for the contract administration process, and estimated construction costs. In addition, Dean Ryan will determine financial responsibility for each proposed utility relocation based on current franchise agreements.

Field Investigation: Dean Ryan will gather information regarding site conditions, utilities, preliminary engineering work previously done by others, right-of-way requirements, design criteria, and visit the site to obtain data for drawing and photos for writing reports.

Design Analysis: The plans and specifications for this phase of the project will be based on the Design Report and 30% Plans for Lower Mission Creek, prepared by the Santa Barbara County Flood Control District. Dean Ryan will provide civil design and structural design and resolve all outstanding design issues. This will include organizing meetings to discuss outstanding issues and will document the mutually agreed upon resolutions, which represent a committal of all parties to the recommended design.

Final design and specification: Dean Ryan will design the proposed improvements for the existing Lower Mission Creek channel to include all design work associated with the preparation and approval of plans and specifications for Reach 1A of the flood control. Dean Ryan will finalize the design of the channel geometry, grading, typical sections, storm drainage improvements, earth retaining walls, and any appurtenant features required in accordance with the approved design report and in conformance with the approved environmental documents.
