Feasibility review and study for a multi-use building on property adjacent to the San Gabriel River within the Whittier Narrows Recreation area.  Access to the site is from Rooks Road of Peck Road from the north or Rose Hills Road from the south.  The property is owned by the U.S. Army Corps of Engineers, with the City of Pico Rivera having a long term lease.  Dean Ryan was in an excellent position to support the City in understanding the Corps� requirements to determine the project�s environmental and feasibility portions of its Sports Arena area and future development.  Dean Ryan staff had directly involved with the flood evaluation, guidelines and approvals of development within the Whittier Narrows area.  The environmental portion of the project included the review certain details of the project to develop an initial study, environmental assessment and leading to a mitigated negative declaration.  There were two work phases for this project contract.

The first phase consisted of the following scope of work:

  • Document research and site review
  • Flood and water runoff evaluation
  • Review of geotechnical and soils information
  • Phase I report

The second phase consisted of the following scope of work:

  • Coordinate with U.S. Army Corps of Engineers
  • Develop and send to the Departments of Fish & Game and Fish & Wildlife for review and comment
  • Finalize the report
  • Provide the coordination and oversight to the City and the U.S. Army Corps of Engineers for the project
