    This project was planned and designed for the dual purpose of relieving the existing East Mission Gorge Interceptor Sewer of excess flows and subsequently serving as a reclaimed water line as part of the Cityºs Clean Water program. Dean Ryan's specific Scope of Work is as follows:

    Site Observations and Liaison with City Owner and Contractor(s): Dean Ryan is responsible for onsite observations of the general progress of the work to assist in determining if the work is proceeding in accordance with the construction contract documents.

    Dean Ryan served as Engineer liaison with the Contractor, working principally through the Contractor's superintendent, and assisted in providing interpretation of the construction contract documents. In addition, transmitted clarifications and interpretations of the construction contract documents to the Contractor. We also assisted in serving as Owner's liaison with the Contractor, when the Contractor's operations affected Owner's onsite operation.

    As requested, Dean Ryan assisted in obtaining from the Owner additional details or information when required at the job-site for proper execution of the work. Dean Ryan coordinated with the Engineer and the Contractor, providing opinions and suggestions based on observations regarding defects or deficiencies in the Contractor's work. Dean Ryan also provides advice relating to compliance with drawings, specifications, design concepts and instructs the Engineer and Contractor immediately of the commencement of any work requiring a shop drawing or sample submission if the submission has not been accepted by the Engineer. Dean Ryan monitored for any apparent changes in the integrity of the site resulting from construction-related activities.

    Dean Ryan observed pertinent site conditions when the Contractor stated that differing site conditions have been encountered. Dean Ryan then documented the actual site conditions. Dean Ryan's review and analysis of the contractors claims are supplemental services. Dean Ryan reviewed the Contractors' construction sequence and traffic control plans for all construction work undertaken simultaneously. Dean Ryan coordinates the Contractor's schedule with the various utilities in the general construction area. Dean Ryan also assists in coordinating scheduling of utility activities to minimize conflicts with the Owner's activities. We visually inspect materials, equipment, and supplies delivered to the work-site and coordinate onsite materials testing services during construction. We observe field tests of equipment, structures and piping, and review the resulting reports, and provide comments to the Owner as appropriate. Dean Ryan provides a Certified Welding Inspector to certify the welds on the force main, as required by the City Building Inspection Department.

    Meetings, Reports, and Document Review and Maintenance:

    Dean Ryan attended the pre-construction conference, and assisted the Engineer in explaining administration procedures, to be followed during construction. Dean Ryan attended monthly progress meetings and other meetings when required, with the Owner, Engineer and Contractor. These meetings were to review and discuss construction procedures, progress scheduling, engineering management procedures and other matters concerning the project.

    Dean Ryan prepared and submitted weekly construction progress reports containing a summary of the Contractor's progress, the general conditions of the work, any problems and their resolutions or proposed resolutions. Dean Ryan reviewed the progress schedule, the schedule of shop drawing submissions, schedule of values prepared by the Contractor and advised the owners Engineer concerning their acceptability. Dean Ryan reported to the Engineer whenever work is found to be defective, or does not meet the requirements of inspections, tests, approval or has been damaged. Dean Ryan also advised the Engineer when the work required corrected or rejected or required special testing, inspection, or approval.

    Dean Ryan reviewed applications for payment with the Engineer; comparing their relation to the schedule of values with work completed, and materials and equipment delivered at the site, but not incorporated into the work. Dean Ryan maintain a marked set of record drawings and specifications at the job-site based on data provided by the Contractor. This information is combined with information maintained by the Contractor to produce a master set of record documents. Dean Ryan reviewed certificates of inspections, testing and related approvals submitted by the Contractor to ensure compliance with laws, rules, regulations, ordinances, codes, orders, and the contract documents.
