    Dean Ryan's California licensed Professional Engineers were involved in: preparing draft specifications, incorporating written directions by the City, preparation of permit work plans and schedule, permit applications; air quality control plan, hazardous material management plan; engineering and technical report preparation; noise abatement plan; risk management and prevention plan; wetlands mitigation plan and other permit requirements.

    During the design phase, Dean Ryan determined the locations and evaluations of existing public and private utilities including horizontal and vertical locations of public and private utilities on preliminary, final plan and profiles. Dean Ryan personnel then developed a list of existing utilities that required exact horizontal and vertical locations for final design. Dean Ryan then developed a construction cost estimate for the relocation of utilities.

    Pipeline design included design development drawings, draft and final technical memoranda; pipeline hydraulics included design development drawings, calculation draft and final technical memoranda. At the 60 percent complete level of the final design, Dean Ryan provided 60% percent of the preliminary design drawings and specifications; at the 90 complete level, Dean Ryan delivered the balance of the preliminary drawings and specifications. Dean Ryan was selected to prepare the final design drawings and specifications.

    During the design reviews and approval, a QA/QC project plan was developed at 30, 60 and 90 percent review phases documenting implementation of the QA/QC plan. Design computation review and coordination checking included a submittal of final design notebooks and internal Technical QA/QC reviews to the City at the 30%, 60% and 90% levels. Operations and Maintenance reviews included memoranda responding to CityÃs review comments following the 30%, 60% and 90% complete submittal reviews.

    A Dean Ryan produced Value Engineering (VE) Study at the 30 percent design level included materials to be presented to the VE team in addition to drawings, specifications, and cost estimates and memorandum responding to the VE recommendations. The Value Engineering Study at the 60 percent design level (NIC) included 60 percent materials to be presented to the VE team.

    Construction Cost estimates included the following: deviation and trending submittals including cost estimates supporting the deviation submittal and/or cost trend submittals; and preparation of 30 percent construction cost estimates for the construction of pipelines and appurtenances, excluding O&M costs. Dean Ryan also prepared final pre-bid construction cost estimates for the construction of pipelines and appurtenances, excluding O&M costs.
