    The North City Tunnel Project consisted of four pipelines, each approximately 2,000 feet long, in a common tunnel. The route extends from the North City Treatment Plant on the east side of I-805 to a drop structure on the west side of I-805 and connects with project NRP-4A and the south portal of the existing 48-inch tunnel near La Jolla Village Drive. The four pipelines included a 85-inch diameter sanitary sewer line, a 36-inch diameter pressurized reclaimed water pipeline, a 24-inch diameter centrate line, a 54-inch effluent line and a fiber optic bundle.

    Dean Ryan determined the locations of all known existing public and private utilities both horizontally and vertically. A list of all utilities in the project area was prepared and each individual utility was contacted. Results were summarized in a final report which documented all anticipated obstructions.

    Dean Ryan contacted all agencies having jurisdiction in the project area and identified permit requirements, contacts, costs, timing for acquisition, and other pertinent information. All information was presented in a manual of permit requirements which responded to the Clean Water Program guidelines for obtaining and initializing permit applications and also included a master schedule. Specific permits obtained for this project included the following:

    Section 404 Permits, U.S. Army Corps of Engineers
    Stream Alteration Permits, Dept. of Fish and Game
    San Diego Air Quality Management District Permit
    Regional Water Quality Control Board Permits (Section 401 and 402 permits)
    Coastal Commission Permits
    City of San Diego Permits and Approvals (engineering and development, planning, police, fire, traffic and building)

    The entire technical specifications for this project, including administrative and technical elements, were developed and provided by Dean Ryan personnel. Following Clean Water Program guidelines, updates were generated for the 60%, 90%, and 100% milestones. All specifications were supplied by Dean Ryan staff through a series of meetings with other team members and the client.
    Dean Ryan's construction management and technical support over the initial 12 month period was completed on schedule and for the budgeted contract amount. More importantly, Dean RyanĂs responsiveness and sensitivity to the overall construction schedule during the critical technical planning and permitting stage allowed the project to progress with minimal delays.

    Our experience on large, multi-task projects was key to the successful cost and schedule control on the North City Tunnel Connector project. Dean Ryan's partnering approach with the Clean Water Program and contractors and regulators established an effective level of communication that ensured the projectĂs success.
